Thomas (Tom) D. Robbins heads his own practice and has over 17 years experience in patent related matters. This experience includes stints as a US patent examiner in the electrical arts, as a registered patent agent/attorney (Reg. No. 43,369) in a law firm environment, as a registered patent attorney for the Department of the Navy at the Naval Research Laboratory (NRL), and as a registered patent attorney of his own firm. Tom has experience handling the full spectrum of electrical/mechanical patent matters. This includes extensive transactional experience, focusing on the IP issues arising from software and other licensing, joint development, services and procurement agreements.
Tom paid his way through the University of Maryland by working as a patent searcher, receiving his BSEE in 1993. He received his J.D. from the Columbus School of Law at Catholic University and passed the Maryland Bar in 2000. He has also received certificates of specialized training in Cooperative Agreements, CRADAs & Other Transactions; and Rights in Technical Data and Computer Software.
As a US patent examiner, Tom examined patents in the optical arts - focusing mainly on electro-optics. Tom left government service to complete his law degree, while working as a patent agent for a major D.C. law firm. In his early firm life, the subject matter of his practice mainly centered on communications and semiconductors, but included many types of electrical/mechanical technologies.
He re-entered government service, as a senior patent attorney at the Naval Research Laboratory. At NRL, Tom provided IP counseling on many matters, although the bulk of the patent workload was based on high assurance computing and information technologies.
