America’s current patent system inhibits innovation. Here’s how to fix it

On Sept. 8, drug maker Allergan announced it would transfer its patent on a widely used eye drug, Restasis, to a Mohawk tribe—a piece of legal gymnastics designed to evade patent challenges through inter partes review (IPR). IPRs are a little discussed process created by Congress in 2011 to lessen red tape and resolve patent issues timely and efficiently.
