Tom paid his way through the University of Maryland by working as a patent searcher, receiving his BSEE in 1993. He received his J.D. from the Columbus School of Law at Catholic University and passed the Maryland Bar in 2000. He has also received certificates of specialized training in Cooperative Agreements, CRADAs & Other Transactions; and Rights in Technical Data and Computer Software.

As a US patent examiner, Tom examined patents in the optical arts - focusing mainly on electro-optics.
