where can I go with a product that will enhance our Nat'l Security 10 fold

I have developed a hidden camera that will be able to photograph and upload in real time to the Dept. of Homeland Security facial recognition database.  It is difficult getting someone at DHS with decision making authority on the phone.  Anyone have contacts at DHS?
